The reason this overture sounds so light-hearted, despite the setting, is that it is written in a style known during the 19th century as opera-buffa, or comic opera. These shows were raunchy, satirical, and joyous.

What talented people the centuries gone past had, you only have to look at the paintings they were making then too... They had higher standards in their art compared to today.
We have 10X or more times their population in the world with infinetely greater access to musical instruments, more spare time, more education etc and who living among us today can produce a tune as grand as this?

Many of these geniuses were not recognised while living; it was after their deaths when the public reallized how much quality these pieces had. However, it's true that today's music quality level is in general much lower than it used to be a century ago.

I know right! I play 2nd clarinet, and even though it's the easiest part to play because of the notes, it goes way too fast for me, since I just started playing this year! Beautiful piece but like you said, it drives me completely crazy.
